A community taking a new community paradigms approach as its path for future growth would not be dependent upon institutions, though it could and would still use them. The glue that holds a new community paradigm approach to community building would be a concept of civil society. This concept of using civil society as a platform for new community paradigms involves taking some relevant definitions from the Australian Centre for Civil Society, first what it is not:

The term does not refer to 'politeness' or 'civility' in public life, as important as this is.  It refers to that part of society that is not part of the state, hence the term 'civilian' when used to distinguish a person in civil society from military personnel or state officials, or the notion of a civil offence in law which is an offence between persons in civil society rather than a criminal matter.

What is civil society in relation to new community paradigms?

The term 'civil society' refers to the relationships and associations that make up our life at grass-roots levels of society, in families, neighbourhoods and voluntary associations, independent of both government and the commercial world. Our aim is to strengthen civil society and empower people within it.

A claim to be seeking new paradigms within our communities needs to go beyond changing institutions which would  be similar  to transplanting a new organ to changing the basic means by which individual community  members interact within the shared governance of their community which would be similar to cellular gene therapy.

Civil Society is the basis for Community Governance in that it recognizes the right of the community to govern arises from the community itself through civic interactions and is not bestowed by any governmental institution.

    • We are a newly formed Social Enterprise established to improve the way that service providers stimulate and support the development of the Big Society concept. By Big Society we mean everything from building the capacity of volunteers to supporting organisations to work better together with the community. We have a strong history in participatory democracy and have developed out of a commitment to 'practice what we preach'. Our raisen d'etre is to empower organisations and communities to reconnect within the social space that lies between the state and the individual. Ultimately, we aim to promote participatory democracy and increase social capital, for the mutual benefit of all.
